Development Policy and Approach
1. Integrated Development
The Fourteenth Five-Year Plan aims to achieve the comprehensive development of the Block Panchayat and the Gram Panchayats under its jurisdiction by following the New Kerala Development Model. This will be accomplished by effectively utilizing State Government grants, Centrally Sponsored Scheme funds, and by maximizing the scope for convergence within the Block Panchayat area.
The Fourteenth Five-Year Plan has commenced at a time when society is overcoming various challenges through collective efforts and creating new pathways for resilience and sustainable development. The Block Panchayat has successfully achieved most of the targets envisaged during the Thirteenth Five-Year Plan. For instance, against the target of establishing five smart classrooms, the Block Panchayat successfully established eight smart classrooms, thereby exceeding the planned target.
2. Agriculture Sector
The achievements made in the agricultural sector during the Thirteenth Five-Year Plan should be sustained and further strengthened during the Fourteenth Five-Year Plan. Although the area under cultivation has declined, productivity can be enhanced by adopting modern agricultural practices. The Block Panchayat envisions agricultural development based on improved productivity, higher farmer income, and sustainability.
Innovative technologies and modern farming methods will be introduced to increase agricultural productivity. Watershed-based interventions will be implemented to conserve water, prevent waterlogging, and control soil erosion in accordance with the Watershed Action Plan. The Watershed Action Plan initiated under the leadership of Hon. Kunnamkulam MLA Shri A.C. Moideen is expected to significantly support these efforts.
The Block Panchayat proposes to ensure agricultural sustainability by constructing check dams based on water availability. Scientific crop planning, taking into account the availability of water resources and soil characteristics, will be undertaken with the technical support of the Department of Agriculture. Multi-cropping systems will be promoted as the principal agricultural development strategy during the plan period.
Scientific methods of paddy cultivation will be encouraged through appropriate development programmes. Science and technology will be extensively utilized to address the challenges posed by climate change. The Block Panchayat also proposes to establish facilities for value addition, processing, and marketing of agricultural produce.
Efforts will be made to establish cold storage facilities with Government support to minimize post-harvest losses. Large-scale vegetable cultivation will be promoted to achieve self-sufficiency. Dairy development programmes, including the expansion of milk subsidies, will be strengthened to achieve greater self-reliance in milk production.
Special programmes will be introduced to promote the cultivation of fallow land. Agricultural labour banks and Agricultural Task Forces (Karshaka Karma Sena) will be strengthened, with active participation from Kudumbashree groups. Market support and incentives will be provided for coconut and arecanut cultivation. Measures will also be taken to prevent crop damage caused by wild animals and wild boars, which have become a major challenge to paddy cultivation in the Panchayats.
3. Water Conservation
While the primary objective during the Thirteenth Five-Year Plan was to ensure drinking water availability through the implementation of drinking water schemes, the present focus has shifted towards comprehensive water conservation.
The devastating floods of 2018 highlighted the need for development programmes that are resilient to climate change. Rainwater and available water resources will be conserved through well recharge systems to improve groundwater availability and reduce dependence on surface water.
The Block Panchayat also aims to maximize water storage by rejuvenating and restoring public water bodies. In this regard, efforts will be undertaken to renovate the Anakundu Reservoir, which extends across Kattakampal and Porkulam Gram Panchayats. Groundwater recharge initiatives will also be implemented to address the declining groundwater table.
Under the "Thelineerozhukum Nava Keralam" initiative, projects will be implemented for the restoration and cleaning of water bodies.
4. Fisheries Sector
Although fish farming was initiated under the Subhiksha Keralam Programme, significant progress has not yet been achieved in this sector. With the establishment of the Fisheries Office (Matsya Bhavan) at Kechery, the Block Panchayat intends to strengthen interventions in fisheries development.
The guiding principle will be scientific fish farming aimed at increasing productivity. Existing household pond-based fish farming will be expanded and modernized, while the feasibility of promoting fish farming in public water bodies will also be explored.
Adequate market support will be ensured for fish produced under these programmes so that farmers receive stable and remunerative prices. Conservation of indigenous fish species will also receive due attention. Fish farmers' groups will be formed in every Gram Panchayat to promote collective action. Successful fish farmers will be encouraged to participate not only in fish cultivation but also in the production of fish fingerlings.
5. Industrial Development
The Block Panchayat has not been able to implement major industrial development projects successfully so far, and this situation needs to change. The successful establishment of a Common Facility Centre will be pursued. In collaboration with the State Government, efforts will be made to create new employment opportunities.
The feasibility of establishing a Skill Training Centre within the Block Panchayat will be examined. Startup enterprises will be encouraged by providing necessary support and incentives, utilizing the services of the Industrial Development Officer.
The possibility of establishing Industrial Parks will also be explored, including the utilization of unused public land available within Gram Panchayats. Annual Single-Window Camps will be organized jointly with Gram Panchayats and concerned departments to facilitate entrepreneurs intending to establish industries.
The feasibility of promoting traditional industries such as pottery and other local manufacturing sectors will be examined. Modern technology and advanced machinery will be introduced to strengthen traditional industries operating within the Gram Panchayats. Local industrial clusters will also be promoted to improve productivity, competitiveness, and employment generation.
6. Public Education
The Block Panchayat intends to implement programmes aligned with the initiatives of the State Government for the protection and strengthening of public education. Efforts will be made to establish more smart classrooms and construct well-equipped laboratories in schools.
During the plan period, the Block Panchayat will work towards ensuring barrier-free and inclusive infrastructure in schools for persons with disabilities. Special attention will be given to improving the educational standards and learning facilities of students who face academic difficulties, particularly those residing in tribal and marginalized colonies.
The Block Panchayat also aims to strengthen the continuing education sector by providing the necessary infrastructure and support services. Measures will be undertaken during the Five-Year Plan period to improve the functioning and facilities of the Buds School within the Block Panchayat area.
7. Housing Sector
The Block Panchayat will continue its efforts to strengthen the State Government's LIFE Mission by providing land to more landless families and houses to the homeless.
Under the "Manasodithiri Mannu" initiative, the Block Panchayat proposes to organize public participation campaigns for purchasing land for landless families. In addition to the LIFE Mission, efforts will also be made to provide houses to eligible beneficiaries through the Awaas Plus component of the Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) during the plan period.
8. Identification and Rehabilitation of the Extreme Poor
The Block Panchayat intends to formulate and implement special programmes for the identification, rehabilitation, and upliftment of the extremely poor during the Fourteenth Five-Year Plan period. These efforts will contribute towards achieving the State's goal of becoming the first to accomplish the Sustainable Development Goal (SDG) of eliminating extreme poverty.
The Block Panchayat is committed to achieving the objective of becoming an "Extreme Poverty-Free Block Panchayat", and every effort will be made during the plan period to realize this goal at the earliest.
9. Women and Child Development
The Block Panchayat proposes to formulate and implement various welfare programmes for the empowerment of women and the development of children during the plan period.
A Block-level Cell for addressing dowry-related complaints will be established during the current year. Programmes will be designed to generate greater employment opportunities for educated women, enhance their skills, improve employability, and promote entrepreneurship.
Awareness programmes will be conducted on women's safety and the prevention of child abuse and exploitation. Gender Budgeting will be effectively implemented in all relevant development programmes. Necessary measures will be taken to strengthen the implementation of the law relating to the prevention of sexual harassment at workplaces.
Subject to Government guidelines, the Block Panchayat will also explore the implementation of schemes such as the Smart Kitchen Programme and pension schemes for homemakers.
10. Transgender Welfare
The Block Panchayat is committed to ensuring the inclusion and welfare of the transgender community by formulating and implementing dedicated development programmes during the plan period.
Special initiatives will be undertaken to promote self-employment opportunities, livelihood generation, and social empowerment of transgender persons, enabling them to become active participants and leaders in society. A dedicated Block-level Cell will be established to coordinate and implement welfare and development activities for the transgender community. The Block Panchayat will also ensure the cooperation and active participation of all relevant stakeholders for the successful implementation of these initiatives.
11. Senior Citizen Welfare
The Block Panchayat aims to strengthen the welfare of senior citizens by establishing Elderly Care Centres at the village level in all Gram Panchayats. Efforts will be made to strengthen the existing Day Care Centre (Pakal Veedu) initiative.
A committee comprising senior citizens who regularly participate in these centres will be constituted to oversee their functioning and explore avenues for financial assistance. The feasibility of providing financial support for these activities will also be examined.
During the Five-Year Plan period, the Block Panchayat proposes to establish neighbourhood groups for senior citizens, senior citizens' clubs, and elderly parks. It also aims to engage healthy and active senior citizens in local development activities while planning and implementing appropriate healthcare and welfare programmes for those requiring care and support.
12. Environmental Protection
Environmental conservation has become one of the most important development priorities in recent years. During the Five-Year Plan period, projects will be designed with due consideration to the challenges posed by floods and climate change.
The Block Panchayat intends to undertake afforestation and forest restoration activities. With the support of the Haritha Keralam Mission, efforts will be made to conserve rivers, streams, wetlands, and other natural ecosystems.
Projects aimed at reducing carbon emissions will be formulated and implemented. Measures will also be taken to prevent waterlogging and strengthen disaster preparedness. Special disaster management initiatives with active public participation will be promoted during the plan period.
13. Sports Development
The Block Panchayat intends to formulate special programmes for the promotion of sports and physical fitness.
Training facilities will be provided to sports-oriented youth at the proposed Senior Ground to be established at Kunnamkulam. By utilizing the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), efforts will be made to develop playgrounds in all Gram Panchayats where suitable public land is available.
The Block Panchayat proposes to implement programmes under three broad components:
- Promotion of public health through sports and physical activity.
- Promotion of recreational activities.
- Promotion of specific sports disciplines and sporting excellence.
These initiatives will be implemented in alignment with the policies of the State Government.
14. Emerging Sectors
All Gram Panchayats within the Chavannur Block are densely populated, making it essential to adopt innovative ideas and explore emerging development opportunities.
Accordingly, the Block Panchayat will examine and promote new areas of development, particularly in sectors such as Information Technology (IT) and other innovation-driven industries, in line with State Government initiatives.
15. Health Sector
The COVID-19 pandemic has highlighted the critical importance of the health sector. Priority will be given to completing the ongoing modernization works of the Pazhanji Community Health Centre, which are currently being undertaken with the financial support of the Hon. Kunnamkulam MLA.
Efforts will be made to commence inpatient treatment facilities at the Community Health Centre. New initiatives will be introduced in the field of palliative care. Special healthcare programmes will be implemented for persons with disabilities to ensure their health security.
Dedicated nutrition support programmes will be introduced for women and children suffering from malnutrition. The feasibility of introducing specialized healthcare services for age-related illnesses among senior citizens will also be examined.
Cancer screening programmes implemented earlier by the Block Panchayat independently and later in collaboration with the District Panchayat will be continued. The possibility of implementing special assistance programmes for children suffering from life-threatening illnesses will also be explored.
In accordance with Government policy, efforts will be made to provide modern medical services through the Community Health Centre (CHC). Existing physiotherapy services will be further strengthened.
Since the only Ayurveda Hospital within the Block Panchayat is located in Kadangode Gram Panchayat, efforts will be made, in collaboration with the Gram Panchayat, to improve its infrastructure and services.
16. Sanitation and Waste Management
The Block Panchayat proposes to implement sanitation and waste management programmes either independently or jointly with the Gram Panchayats in accordance with State Government policies.
Priority will be given to making the existing Resource Recovery Facility (RRF) fully operational and ensuring efficient solid waste management. The feasibility of establishing sewage treatment plants will also be examined.
Under the "Thelineerozhukum Nava Keralam" initiative, public ponds, canals, and other water bodies within the Block Panchayat will be restored and cleaned. Local implementation mechanisms will be established to ensure the effective execution of these programmes.
A Watershed Action Plan will be prepared, and available Central and State Government schemes will be utilized to improve groundwater quality through well-water testing and related interventions.
The Block Panchayat remains committed to upholding the principle that access to safe and clean drinking water is a fundamental right of every citizen.
17. Tourism
The Block Panchayat will examine the scope for interventions in the tourism sector by integrating local tourism destinations within the Block and implementing projects with the support of the Department of Tourism.
As the region is well known for its rich cultural heritage and vibrant festivals, the feasibility of developing tourism projects centred on local festivals and cultural events will also be explored.
18. Infrastructure Development
The Block Panchayat considers infrastructure development to be one of the key pillars of the New Kerala Development Vision. Accordingly, projects will be formulated during the Five-Year Plan period for the modernization of roads and drainage systems within the Block Panchayat area, along with the preparation of a comprehensive road development plan.
Joint infrastructure development projects will be implemented in collaboration with the Gram Panchayats. The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) will also be effectively utilized wherever feasible.
The Block Panchayat will undertake the construction, maintenance, repair, and upgrading of infrastructure required for its constituent institutions and other public facilities during the Fourteenth Five-Year Plan period.
Conclusion
Since every democratic government is a continuation of its predecessor, the present Block Panchayat Administration recognizes its responsibility to continue and complete the development projects initiated by the previous governing body.
Projects conceived and initiated during the Thirteenth Five-Year Plan that remain incomplete will be completed to the maximum extent possible. The Block Panchayat is committed to successfully implementing the programmes envisaged by the State Government through close coordination with the three-tier Local Self-Government system.
The Block Panchayat will continue to pursue a clear development vision, ensure effective implementation of projects, and strive to achieve more than 100 percent plan progress during the Fourteenth Five-Year Plan period through efficient planning, timely execution, and effective monitoring.
